BEGIN FOUNDATION OF THE PALESTINIAN SECURITY FORCES
In order to establish a lasting peace, a Palestinian Security Force will be required in order to provide stability in Palestine. It is in the interest of everyone who is seeking peace to have a stable Palestine, as radical groups will exploit any instability.

- Train leaders at all organizational levels and assist with formalized leader development.

ISRAEL LIFTS BLOCKADE ON GAZA
With enough security garuntees, such as the establishment of the Palestinian Security Forces, Israel can lift the blockade of Gaza, allowing for their new partners to have the best possibility of success.
INITIAL RECOVERY
- Provide Healthcare services, food, water, and shelter to the populations in need.
- Provide essential civil services.
- Perform tasks related to civilian dislocation.
- Support famine prevention and emergency food relief programs.
- Support nonfood relief programs.
- Support humanitarian demining.
- Support human rights initiatives.

ESTABLISHING THE FREE STATE OF PALESTINE
This starts with a referendum to determine the constitution of the Palestinian state. This will be a Palestinian led process as they need to have buy in and ownership of their future state for it to be successful.
Elections
- Start Local, then Provincial, then National.
- This lessens the impact of polarization, high tensions still likely present.
- Local elections will first help local leaders rise to prominence and become viable for national elections. Creating a pool of future candidates.
Convention to create a constitution for the state of Palestine.

- Establish an interim criminal justice system.
- Support law enforcement and police reform.
- Support judicial reform.
- Support a civil property dispute resolution process.
- Support criminal justice system reform.
- Support corrections reform.
- Support public outreach and community rebuilding programs.

- Implement or reaffirm government employee oaths of office.
- Develop and disseminate ethical standards for civil servants.
- Ensure transparency in dispersing government resources.
- Implement reporting procedures for corruption and intimidation.
- Support witness protection programs.
- Incorporate anti corruption efforts into their procurement systems and not act in ways that may unwittingly support local corruption.
Once constitution of Palestine is created, the Free stae of Palestine is created.
ESTABLISH THE FREE CITY OF OLD JERUSALEM
If this part of the plan is agreed too, its set up will be relatively simple. It will have a council to administer the city. There will be security forces to protect the holy sites of all religions located within the city. It will be run as a holy city state.
MUTUAL RECOGNITION BETWEEN ALL THREE STATES
It is important for all parties in this conflict that their countries be recognized. This part of the deal will have been made prior to the establishment of these new states, or during the establishment.
ECONOMIC AID
Initial Economic Aid
- Implement initiatives to provide immediate employment.
- Create employment opportunities for all ages and genders.
- Assess the labor force for critical skills requirements and shortfalls.

Sustainable Economic Aid
- Establish the fiscal and monetary policies and regulatory framework that support basic economic activity and development.
- Secure and protect the natural resources, energy production, and distribution infrastructure of the host nation.
- Engage and involve the private sector in reconstruction and economic development.
- Implement programs that encourage trade and investment with initial emphasis on host-nation and regional investors, followed at a later stage by foreign investors.
- Rebuild or reform essential economic governance institutions.
- Reconstruct or build essential economic infrastructure.
- Enable sustained achievement of all these items by strengthening host-nation human capacity building systems, including education and vocational training programs.
