REASONS PREVIOUS PEACE EFFORTS FAILED
MAXIMALIST OBJECTIVES
In many attempts, maximalist objectives within the camps forced peace efforts to stall until they failed.
For the Israelis, it was often the desire to be sole controller of Jerusalem and the desire to continue building settlements.
For the Palestinians, there were hardliners such as Hamas who's goal was for the destruction of Israel.
DISRUPTIONS
Many efforts failed due to outbreaks of violence. Whether it was hostilities breaking out between both sides, or foreign nations engaging in war with Israel, peace efforts failed the moment bombs began to fall. Once fighting began, long term goals such as a lasting peace fell to the wayside as people had to focus on the immediate concern of halting the violence. Ceasefires were achieved, but this often only reset the peace process.
ISRAELI SECURITY CONCERNS
Israel has consistently stated that one of its main fears of an independent Palestinian state is that groups such as Hamas may take power and become an even greater threat to security. As you will see, this Roadmap goes through great detail to ensure that a Palestinian state can be free and be able to defend against hostile group takeovers.
PALESTINIAN RIGHT TO RETURN
Many in Israel have stated that the Palestinian promise of a full right of return is not something Israel can accept without destroying the Jewish character of their state. What they mean by this is that if Israel were to allow Palestinians to all move to Israel, then they would have a strong voting power. For many who see Israel as the only Jewish state in the world, they fear this happening. This plan seeks to balance these concerns with a humane solution.
CONTINUING ISRAELI SETTLEMENT OF THE WEST BANK
Continuing settlement of the West Bank has been a major source of tension between these two groups. The settlers move their for a variety of reasons, and not all of them are with bad intentions, but it almost always leads to Palestinians being pushed out of these newly settled areas. This Plan aims to protect everyone from forced relocation.
