PHASE FIVE: PEACE
FREE MOVEMENT BETWEEN ISRAEL AND PALESTINE
Once the security concerns have been addressed and the Ten Year Test is completed, it would then be time for them to allow for free movement betweent the two states. This does not mean that they will be able to move to each others lands, vote, and buy property, that will still fall under the citizenship swaps, but all Israeli, Palestinian, and citizens of Jerusalem will be free to move between the borders of the three states as if there were no borders between them.
There is still an external border. Palestine protects its borders with Egypt and Jordan, while Israel protects its border with Egypt, Jordan, Syria, and Lebanon.
ONE FOR ONE CITIZENSHIP SWAPS CONTINUE
This program should ideally go on for as long as possible. Its quotas for how exactly it is implemented could always be adjusted by officials as needed.
DEFENSIVE ALLIANCE REMAINS
Israel and Palestine will continue to be allies. Joint exercises should be conducted between the two. As both forces begin to trust each other more, they will lesson tensions even more.
JOINT PEACE TASK FORCE REMAINS
On reaching this phase, those of the Joint Task Force would be the heroes who guided these two peoples to this point. They should be recognized for this, but their job will not be done here. They will have won the peace, but then they must hold the peace.
