PHASE THREE: NORMALIZATION

ESTABLISH THE ONE FOR ONE CITIZENSHIP GRANTS

This will likely require a system created for background checks and being able to balance both sides applications.

  1. Example would be for every Palestinian granted citizenship by Israel, one Israeli would be granted citizenship by Palestine. 
  2. This will appease the demographic concerns on both sides.
  3. Can be used to settle the questions on what to do with the Israeli Settlers already there and the Palestinian desire for the Right to Return.

SOCIAL WELL BEING CONTINUED

  1. Developing educational systems
  2. Avoiding inadvertent harm to civilians
  3. Addressing past abuses
  4. Promoting peaceful coexistence among the host nation population.
  5. Access to and delivery of basic needs ensured.
  6. Right of return ensured.
  7. Instances of civilian harm investigated and appropriately addressed.

CONTINUING INTERNATIONAL ECONOMIC AID TO ENSURE A STABLE PALESTINE

This will be a relatively new state which has been devastated by war. There will be significant hardships in the recovery of Palestine. This will require continued aid from the international community to ensure a successful Palestinian recovery. It will be in everyones interest, including Israel.

ISRAELI-PALESTINIAN DEFENSIVE ALLIANCE

At first glance, this may seem like a far fetched idea. However, it actually works in the benefit of both Israel and the new Palestinian State. 

  1. They agree to defend each other against all enemies foreign and domestic.
  2. They agree to Counterterrorism Cooperation.

A defensive alliance would allow Israel to have a forward defense against groups such as Hamas. In turn, it would allow Palestine to be able to chart a neutral path, and ensure garuntees that the government will have allies for stability. 

ISRAELI WITHDRAWL FROM WEST BANK AND GAZA

With a Palestinian state set up that can prevent the return of groups such as Hamas, Israel can withdraw its forces from the West Bank and Gaza. This will likely require garuntees for the protection of settlers that may remain inside Palestine. 

CULTURAL AND PEOPLE-TO-PEOPLE INITIATIVES

Encourage cultural exchanges, educational programs, and people-to-people initiatives to foster understanding and cooperation between Israeli and Palestinian communities. The goal is to humanize both sides. People need to be shown and reminded that these communities are not completely different from each other. 

EXTERNAL BORDER SECURITY ESTABLISHED

Palestinian Defense Forces take lead role in border security. Israel and Palestine begin cooperation on protecting their borders. In the future, Palestinian Defense Forces will not have a large border to protect due to the relatively short border between Gaza and Egypt, along with the short border between the West Bank and Jordan.

RESETTLEMENT OF DISPLACED PEOPLE

Large scale construction efforts to build apartments and homes for the returning displaced people. Large investments will be needed to accomidate the return of hundreds of thousands of refugees. Several foreign nations have already agreed to invest in the post war recovery. The Joint Peace Task Force can help facilitate cooperation between the two nations in order successfully acomplish this task. This will not just be a reconstruction of Gaza but also a large construction effort in the West Bank. Israel may also need investments if large numbers of Israeli settlers choose to return to Israel.

CREATION OF JOINT ANTI-TERRORISM FORCE

This force is composed of Israeli and Palestinians. Their primary purpose against terrorism will be to deter, detect, assess, defend, and recovery operations. Whether it is Random Anti-Terrorism Measures or Inspecting Critical sites to make them hard targets for potential terrorists, they can help combat the threat of violence being used to derail the peace process. They are focused on any potential threats of violence, not just Palestinian or just Israeli extremists. 

They can fall under a dual command of the Joint Peace Task Force and their respective countries. They will normally fall under the JPTF, but can be nationalized by their respective countries when needed. Israelis will cover Israel and Palestinians will cover Palestine. Joint Training and Joint Operations will be an example of what these two peoples can accomplish together. 

JOINT IDENTIFICATION PROGRAM

Israeli and Palestinian officials create a Joint Identification Program to set the conditions for a future where they can move freely between borders. There is likely already a large amount of data that has been collected, this would just be more transparent. 

JOINT INTELLIGENCE COOPERATION IN PLACE

Regular meetings between Israeli and Palestinian Intelligence Services in order to exchange potential threats coming from their countries. This will be a crucial in building trust between these two countries.
