PHASE FOUR: WINNING THE PEACE
THE TEN YEAR TEST
The final end state of this plan is not something that can happen overnight. It will require a building of trust between communities that have been in conflict for the last 75 years. Many have lost loved ones due to the actions of the other side. This ten year test is to set the conditions to reach the end state.
During this time frame, actions will be taken in order to allow for the eventual goal to be reached such as implementing security controls. For instance, Israel will need garuntees that an Iranian agent could not just fly to Palestine and then be free to enter Israel. In order to meet this goal, it will be important to look towards the process of how the EU was able to accomplish the task of free movement between its borders.
WORK WITH BOTH SIDES TO KEEP THE PEACE
This will be led by the Joint Peace Task Force. There will be issues between these two states, people will seek to divide them. They will need help in order to keep the peace. Help can come in the form of peace keepers, organizations such as the Peace Corps, or economic aid. The international community can help win the peace.
FOCUS ON RECONCILIATION
This will not be an easy task. Forgiveness is difficult, especially for those who have lost loved ones. It is likely the last thing anyone is thinking about right now, but it will be necessary to create peace. People mourn in stages, they do not just get over death easily. Reconciliation efforts will need to start from the ceasefire on, but this will be a years long process, because the wounds of 75 years of conflict do not heal overnight.
Focus on the Past
Reconciliation doe not require people to forget. We have to learn from the past in order to prevent ourselves from making the same mistakes. What it does require, is for their to be no politicization of the past. Everyone in this conflict has been a victim. It is important to focus on this more than anything else. We can honor the past with things such as Joint Memorials. A Joint Apology from both sides for not being able to find a peaceful resolution a long time ago can be a powerful statement.
Focus on the Present
However, while it is important to honor the past, we cannot forget the present. It is important to focus on what unites rather than divides. If this plan were taken, the Israelis and Palestinians would be on a journey together to show the world even the deepest of conflicts can be resolved. They can be an example for others to follow. This will be something that cannot be forgotten. They should be proud of it and reminded of it. The only enemies of them should be the extremists on both sides who wish for complete expulsions.
Focus on the Future
It will be important that they do not lose sight of the end goal. This will be the primary challenge of the Joint Task Force, to keep people on the road to peace. It will not be easy, but it is possible. When people have hope, when they have a purpose, they will fight harder and endure more than those without. If the Israelis and Palestinians can be given this purpose and hold on to it, there is nothing that can stop them from achieving a peaceful future where they might one day be friends.

JOINT TASK FORCE INSPECTIONS
The Joint Peace Task Force ensures that the two countries are having meeting, conducting joint training, properly enforcing their external borders, and are continuing to provide a unified response. This is in addition to continuing their areas of focus.
