END STATE GOALS

PEACE AND RECONCILIATION

This entire roadmap seeks address a difficult challenge. To bridge two peoples who have been fighting on and off for over 75 years. This will not be an easy task, this roadmap is a long process. We understand that the goals proposed could not happen tommorow, but this roadmap includes tasks that set the conditions for these goals to be realized. The tasks throughout offer markers for people to see progress on their way to the destination. 

THREE STATE SOLUTION

  1. ISRAEL
    1. Current Borders Minus the West Bank and Gaza.
    2. Capital of Jerusalem.
  2. PALESTINE
    1. West Bank and Gaza
    2. Capital of Palestine is East Jerusalem.
    3. Independent state.
  3. OLD CITY OF JERUSALEM
    1. Will be an independent free city ruled by laws, dedicated to religous worship of God, whether it be through Christian, Jewish, or Muslim faiths.
      • This is a compromise from the 1947 UN Resolution.
      • The state will be governed by three officials. 
        • 1 Jewish
        • 1 Muslim
        • 1 Christian
      • Borders will be The Old City, located in Jerusalem.
      • Will guarantee the ability of all to worship there.
      • Security forces will owe no allegiance to anyone but the city itself. Their primary purpose will be to protect the sites of worship.
      • This will likely appease the religious extremists.

STABLE, FREE, AND SECURE SOCIETIES

This plan has many tasks associated with providing security, stability, and freedom to the people of all countries involved in this plan.

  1. Security is addressed through building defense forces, intelligence cooperation, defensive pacts, among other things. 
  2. Freedom is addressed throughout this plan. The freedom, rights to life, liberty, and pursuit of happiness were considered in every task included in this plan. With this plan, Palestine would be free, and Israelis would be free to move all over again without fear of violence. 
  3. Stability is addressed through efforts such as economic aid, infrastructure repairs, medical support, and support to the Palestinian justice system to name a few things you will see in this plan. 

ONE FOR ONE CITIZENSHIP GRANTS BETWEEN THE STATES

The idea here is to balance the concerns both have over demographics with a humane solution.

  1. One for One Citizenship Swaps.
    1. Example would be for every Palestinian granted citizenship by Israel, one Israeli would be granted citizenship by Palestine. 
    2. This will appease the demographic concerns on both sides.
    3. Can be used to settle the questions on what to do with the Israeli Settlers already there and the Palestinian desire for the Right to Return.

FREE MOVEMENT OF CITIZENS BETWEEN THESE STATES

The idea behind this is to create the conditions to allow for free movement between the three states. For example, Palestinian could live in Palestine, but work in Israel, or freely travel to see their grandparents land. The actual power to move and buy land, or become a voting citizen would be covered under the Citizenship Grants. With this goal, the borders that have often been the subject to heated debate would not really matter, and everyone gets to keep their national identity. 

ESTABLISH A JOINT PEACE TASK FORCE

  1. Composed of Israeli and Palestinian Officials. 
  2. Their primary mission will be to ensure the success of this peace process.
  3. They will provide a united response to any potential disruptors to peace.
    1. They agree to denounce all violence. 
    2. They will always present a united front.
    3. They must ensure people stay the course.
  4. Areas of Focus for this task force will be
    1. Reconciliation Efforts
    2. Ensuring Military Cooperation
    3. Economic Cooperation
    4. Healthcare Coordination
    5. Education Support and Coordination
    6. Cultural Awareness, Protection, and Humanizing both sides
    7. Safety
      1. Crime Prevention
      2. Anti-Terrorism
      3. Border Protection
      4. Intelligence Cooperation
    8. Poverty Reduction Measures
    9. Environmental Cooperation
